Dear Comrades,
::   OBSERVE ALL INDIA STRIKE ON 20TH DECEMBER, 2012
::   OPPOSE ANTI-PEOPLE BANKING REFORMS

Further to our earlier communications, we are happy to inform that our three organisations viz. AIBEA, AIBOA and BEFI have served the strike notice on IBA and have called upon all our unions and their members to observe All India Strike on 20th December, 2012 to oppose the banking sector reforms which are totally unwarranted for our country. 
These reforms in the form of amendment Bill seek to reverse the clock back and hand over the public sector banking to private and corporate vested interests.   Already, a Bill has been passed sanctifying the delinquency of corporates by facilitating the conversion of bad loans as equity investment in the delinquent company.  Further amendments are being attempted to increase voting rights, quicken merger of banks, allowing banks to indulge in speculative forward contract business, etc.  The Government is also in a hurry to issue licences to the corporate houses to start their own Banks and enable them to gobble up public savings. 
Hence the strike is to protest and oppose all these anti-people reform measures and demanding the Government to retrace their steps.  We call upon all our units and members to make the strike a grand success.
Preparatory programmes like demonstrations, and also strike day rallies should be organised jointly in all States and stations with proper co-ordination.
It has been decided to exempt the units from Co-operative Banks and RRBs from participation in the strike.  However, they will join the other programmes like demonstrations, etc.
We are informed that NUBE has also given the call for strike on 20-12-2012.

Pension option to Resignees/VRS News!!

Here is the letter by UFBU seeking Pension option for resigned employees!


UFBU’s LETTER TO IBA

Reg.:  Extending the benefit of joining the Pension Scheme as per Settlement / Joint Note dt. 27.04.2010 to employees / officers
                      who had resigned from bank service

In terms of the Settlement / Joint Note dated 27.04.2010 between IBA and the Workmen Unions / Officers Associations, one more option was given to the following employees / officers to join the pension scheme.

a)    Those who continued in service on date of settlement.
b)   Family of those who had died during the period.
c)    Those who had retired from service during the period.
d)   Those who had relinquished their job under the special VRS in 2001.

HIGHLIGHTS!!

Regulated Working Hours – 36.5 hours a week demanded
·        Scale Merger - Scale 1 to 4 and Scale 5 to 7.
·        Merger of DA - September 2012 -4876 points.
·        Change in the Pattern of DA Compensation.
·         Introduction of Grade pay.
·        PQP   & FPP – compensation redefined
·        Hike in HRA as per 6th Pay Commission and introduction of Self Lease.
·        Introduction of Incentive for working in Rural Areas.
·        Post Allowance, Risk Allowance are to be introduced.
·        Improvement in Hospitalization Scheme
·        Improvements in LFC – mode of travel  etc.,
·        Introduction of Ex-gratia.
·         Introduction of new facilities For Lady Officers

HIGHLIGHTS!!

**Increase 30% for Clerks and 35% for Substaff .

**Stagnation Increments without ceiling.

**Increase in Spl.Allow. commensurate with risk and responsibility, over and above merging of D.A.

** D.A. increase every month.

** Petrol cost reimbursement.

**Casual leave 18 days, P.L. accumulation up to 300 days.

** Cost of Hospitalisation reimbursement to be outside wage cost

** Overtime for connectivity problem/late sitting.

**Reimbursement of lodging bill over and above Halting allow.,

** 5 days week to be introduced.

**Education loan on concessional rate to staff.

** Pensioners/Retired Employees:

   PF 12%,

   Gratuity calculation revision,

   New Pension Scheme to be withdrawn for newly recruited employees,

   Updation pension with every settlement

   100% D.A. nutralisation,

10th BIPARTITE SETTLEMENT and MY SUGGESTIONS !!

Bank employees started talking about 10th  Bipartite Settlement.

Dissatisfaction, anguish, backstabbing, disappointment over IXth Bipartite/Pension settlement   are still remaining fresh in their mind.
Percentage of increase was very low when compared to LIC/GIC and Central/State Govt. employees.
Penalty was imposed on those who opted for Pension, thanks to the black-sheep within UFBU and supported indirectly by Big brothers in UFBU.
Those who are affected are still knocking the doors of various courts.
O.K. will the unions/associations learn lessons from what has happened in the past?
Will they achieve higher percentage this time?
Will they find ways to overcome the worst working condition prevailing now? 
As per settlement charter of demand may be given by UFBU SIX MONTHS BEFORE 01.11.2012. i.e by 01.05.2012

Let us not start the wage discussion with pessimistic note.

Hope all will end well.

My suggestions for 10th Bipartite Settlement:

1.      STAGNATION INCREMENT:

     Now Scale of pay for clerk/sub staff has only 20 increments.
     A graduate clerk (age 23) with CAIIB will reach the maximum in 15 years.
    After that he has 23 years of service, whereas only 7 increments are available.
    Therefore I suggest that span of scale of pay should be increased to 25 
    and  thereafter Stagnation increments to be given at the interval of 2 years.

CHARTER OF DEMANDS FOR 10TH BIPARTITE SETTLEMENT
1. Scales of Pay - Clause 4 of 9th BPS dated 27.04.2010 be amended and the scales of pay
of the workmen shall be revised with effect from 01.11.2012:
Note:
The Scales are to be revised by merger of Basic at 4708 points which is average of (April
to June 2012 quarter) of Present Basic.
After merger as above, New Pay Scales are constructed by adding 40% for both Non-
Subordinate Staff and Subordinate Staff and increments are rounded off to the nearest
hundred.
Hump increment in clerical cadre be removed without loss.
Stage to Stage Fitment be maintained.
The relativity between the Officers and the Non-Subordinate Staff and Non-Subordinate
and Subordinate Staff shall be ensured.
If the scales of pay agreed to be constructed on different index number, they shall be
adjusted accordingly.

Draft Charter of Demands for 10th Bipartite Settlement
Scales of Pay
Basic Pay Scales should be restructured at the average price index for the quarter July-September 2012 (1960 = 100) with 30% increase for the first stage  in case of clerical staff and there after gradually increasing this to 35%, maintaining the 1st to 20th stage increase at about 1:2.8 times(approx.). In respect of the subordinate staff, loading of 35% at the first stage and then gradually and uniformly increasing to 40% at the last stage to maintain the ratio of 1:2 or more.
Fitment: Stage to stage basis.
Stagnation Increments
At a frequency of 2 years on reaching the maximum of the scale of pay at the rate of the last increment in the respective scale till superannuation or promotion.

Common charter of demand is yet to be finalised. In the mean time AIBEA came out with their own demand list.

We have to wait and watch how many of these find place in final common charter of demands and how many will be achieved at the end of negotiations.

HIGHLIGHTS OF DEMANDS!




¨       STAGNATION INCREMENTS ONCE IN 2 YEARS TILL RETIREMENT OR PROMOTION TO HIGHER CADRE.


ADDITIONAL INCREASE IN SPECIAL PAY OF HEAD CASHIERS COMMENSURATE WITH THEIR DUTIES AND POWERS.
¨       ADDITIONAL INCREASE IN SPECIAL PAY OF SPECIAL ASSISTANTS AND RE-DEFINING THEIR DUTIES AND RESPONSIBILITIES/ PASSING POWERS.

 RENT TO BE REIMBURSED ON PRODUCTION OF RECEIPT UPTO 150% OF HRA RATE.
¨      HRA BASED ON CAPITAL COST OF OWN HOUSE TO BE PAID TO EMPLOYEES OWNING HOUSES.

¨      WHERE EM0PLOYEES OWN VEHICLES – 35 LTRS FOR CLERKS AND 25 LTRS FOR SUBSTAFF PER MONTH.
¨       WHERE EMPLOYEES DO NOT OWN VEHICLES – RS. 1000 P.M.

¨      PRIVILEGE LEAVE:   ACCUMULATION SHOULD BE INCREASED TO 360 DAYS. 

 HOSPITALISATION COST TO BE OUTSIDE THE WAGE COST.

¨      Education Allowance – up to 2 children.  

   NPS to be withdrawn and all new employees from 1-4-2010 covered by NPS to be covered by old scheme under Pension Regulation 1995.

 Refund of contribution to pension fund to the employees who joined between 1.11.1993 but before Pension Regulation came in force in 1995/1996

  Extending 2nd option facility to employees who resigned between 1995 and 27.4.2010.

 Periodical Pension updation along with wage revision of service employees.

  Cost on superannuation benefits should be outside wage cost.

Ex-gratia in lieu of bonus be paid to all employees.

Five day week should be introduced.

Pension updation, uniform 100 % DA for all pensioners, improvement in family pension etc.

Bank staff recruitment process!!


Recently One Public sector Bank recruited 452 Probationary Officers.

Only 154 reported for joining. Hence the Bank has issued orders for a dropout list of 298 now.

What is the reason for this pathetic situation?

1  .   Bank job lost its charm/attraction
2.          Fear of Worst service condition/treatment/torture/workload.
3.          Salary structure.
=as per cost to company concept it is Rs.3.75lakhs per annum not attractive when compared to the risk factor where as an  entry level software engineer gets Rs.3.00 lakhs and central Govt.Officer gets even more.

4.          Wrong recruitment process as candidates has multiple appointment orders in hand.

CLARIFICATION FOR FITMENT ON PROMOTION!!


I am receiving too many quries about fitment on promotion from clerk to officer and scale 1 to scale 2 etc.
My general reply is as follows:

1. IBA will issue a guide line for fitment of basic pay on promotion from clerk to officer and from Scale 1 to 2 ect., after  every Bi-partite is signed.

2. It is applicable to 46 banks which have signed  Bi-partite settlements.

3. Individual unions/association in the respective Banks have to negotiate with the management and arrive at an agreement.

4. Till such time fitment will be according to prevailing formula in the respective banks only

5. In your case also unions in your bank should have an agreement with your bank.
   Your fixation will be according to  that agreement only.


CLERK TO OFFICER:

Point to note is fitment for clerks to officer will be negotiated by award staff union only.
( It is informed that in State Bank of India, Officer Federation is negotiating with Management 
for Fitment of Clerk to Officer on promotion.) 

Coming the prevailing status in different banks I give below following case.

Case One:  Union(having signing authority) In Punjab National Bank has negotiated and achieved settlements in accordance with IBA guideline.

Case Two: In Indian Bank no settlement was signed after Sep 1992 effective for those who were promoted after 01.11.1987. The same formula was followed till today for all those promoted even after 01.11.1992 by the time better formula was suggested by IBA itself .

Compensation to the family of Bank Employees ,killed in bank robberies etc.!!,


Revised Government Guidelines regarding compensation to the family of bank employees who are killed in bank robberies, terrorist incidents.

1.   In case of death of an employee as a result of or during bank robbery or attacks by terrorists, including left-wing extremism on bank employees, the family of deceased will be given compensation by the bank as follows:

  In case of death of Officers                      :  Rs.  20 Lacs
  In case of death of Clerical/Sub Staff      :  Rs.  10 Lacs....continued
