Dear Comrades,

¨   Towards preparation of Charter of Demands
   for 11th Bipartite Wage Revision Settlement.

Units are aware that the current 10th Bipartite Settlement’s period will end by October, 2017 and the wage revision under 11th Bipartite Settlement will become due from 1.11.2017. So far, even though we have been submitting the Charter of Demands earlier, there has always been delay in concluding the Settlement due to various hurdles during the course of negotiations. This has been creating avoidable anxieties and apprehensions in the minds of members and sometimes even leading to casting aspersions on unions as though the delay is deliberate.

Hence, expediting the Settlement in a time bound manner is very imperative. It is good that the Government has advised IBA/Banks to ensure that the wage revision process is initiated early and completed well before the expiry of the current settlement. We welcome this guideline of the Government.

Mandate to IBA:

Based on this guideline, already Banks have started giving mandate to IBA with the approval of their Board. Vijaya Bank, Corporation Bank, etc.  have already given their mandate to IBA.  Few more Banks are in the pipeline.  Our All India Bank-wise Unions are requested to take up the matter with their management for giving mandate to IBA to discuss and finlaise the next wage settlement on their behalf.


Preparation of Charter of Demands:

AIBEA has already set up its Sub-Committee with Com. Lalita Joshi (Joint Secretary of AIBEA) as its Convener for preparation of the Charter of Demands and submission to IBA well in time.  As in the past, we wish to invite suggestions from all our units so that the Charter of Demands reflects the aspirations of the membership and suggestions of our unions.

All our units are requested to discuss the issue at their respective level and submit their suggestions regarding the following aspects:

  • New Pay Scales,
  • Improvement in DA and other Allowances,
  • Leave and holidays,
  • Health cover,
  • Other service conditions and benefits,
  • Duties and responsibilities,
  • Disciplinary procedure,
  • Improvement in retirement benefits, etc. etc.

All suggestions from our units should be sent to us as under:

Send your suggestions before 15th November, 2016:  The suggestions, neatly typed, should be sent to us not later than 15th November, 2016.

Thereafter, these suggestions will be discussed by the Sub-Committee and their recommendations will be considered by the Central Committee of AIBEA for finalization and it would be presented in the ensuing Conference of AIBEA before submission to IBA.

Com.Kumar, since the cir. bears the sign of one-up-manship CHV, I fear as usual he will try to save the Govt/IBA. As usual he will ditch the employees and the retired staff.

Every scale I officer should have salary scales,prequisites and other service condition at par with centre government employees.

Members of AIBEA until there is a change in in the top of AIBEA, we cannot expect a decent settlement. A classic case of the last settlement is the medical insurance scheme where employees (both serving and retired) are subject to undue hardship.

BPS(Bi Partite Settlement) has become UPS(Uni Partite Settlement) now.Hence don't expect too much good from the so called leaders.

Sick leave to employees would also be available in case of unwell of dependants as employees has a obligation towards his family

total drama... nothing will happen before April-May 2020...and many of today's Bank will be merged by then for sure...High Risk of Bank-wise settlement may be on card... SO NOTHING IS POSITIVE IN THIS NEWS..

It's time to say good bye to bps and demand to be included in central pay commission. Govt will give what they are giving to other govt employee. And no strike. Railways have not gone on strike for 40 years. Still their payment are revised.

Again the same drama.. Govt has given guidelines... And not mandate. Remember last time after six months of talk I a said they have no mandate... Let's unions be clear with whom they are talking to..

First of all UFBU must demand for modifications in Gratuity 1.Rs.10.00 lacks to 20.00 lacks . 2.In Statutory Gratuity formula should be changed formula is ,,Wagex15xNumber of complted year of service / 26.Now 26 should be changed to 24 or 22 .because now a days Most of department works 22 & Bank 24 days in a month .
Modifications in family pension .
Removal of Special Allowance or it should be taken for Retirement benefits .
Old pension scheme should be implemented in place of NPS.
For 11th BPS usual demand of 25 to 30% increase with DA merger up to August 2017. Modifications in leave rules particularly Leave encashment .

AIBEA do not think about BPS first of all following residual issue should be settled .
1.Gratuity ceilings should be increased to Rs.20.00 lacks.
2.Gratuity Act formula should be modified .I.e.Wage x 15 x No of yrs of service / 26 . Now 26 should be 22 or 24 .Because Most of department works 22 days in a month ,& bankers 24 days .
3.Family pension poverty should be improvred . There is great disparity in Family pension .
4. Leave should be improved as in central Government PL accumulation up to 300 days & encashment also for 300 days
5.Hospitalization scheme should be again old one with coverages of Retired employees .

Like the Pay Commission for the Central Govt employees, which gives its recommendations once in 10 years, we may have Bankers pay commission which has to be constituted on the same lines of Central Pay Commission, to give recommendations once in 5 years. Mr.CHV who is more concerned with Govt / IBA than the employees may not digest this as he is the loser.

Pension must be updated because in xth BPS pension hasbeen decresed by 7% whereas pension percentage increased in LIC & Govt. Sector.salary hike is only 2%. Special allow.has no impect on retirement benefit.
