Dear comrades,

 Bipartite Talks on 30th Jan 2020

Consequent upon Strike Notice served by UFBU on 12 point demands centering round 11th Bipartite settlement, conciliation meeting took place at the office of Chief Labour Commissioner (Central) at New Delhi on 27th Jan 2020. The CLC (Central) advised the IBA to convene a meeting before 31st Jan 2020 for an amicable solution.

According to the advice of the CLC (Central), another round of negotiation took place today. Representatives of all the constituents of UFBU were present. The undersigned attended on behalf of BEFI.

In the meeting, IBA initially improved their offer to 13%. As it was not accepted by UFBU, the offer was further improved to 13.5%. In regard to merger of special allowance with basic pay; increase of 2% loading; 5 day week, IBA did not come up with any concrete proposal. In the given situation UFBU decided to continue with agitational programme including strike action.

In the afternoon, IBA Chairman wanted to meet UFBU. Com C J Nandakumar, President attended the meeting on our behalf. The Chairman offered 15% increase on pay slip components but was not positive on the other demands like merger of special allowance, increase of loading from 2%, 5 day banking etc. The UFBU took firm stand of moving ahead with 2 day strike starting tomorrow.

Comrades, we gathered information of spontaneous participation of employees and officers in large numbers in all the preparatory programme. The history of collective bargaining in the banking industry is the history of struggle. We are to struggle hard to achieve our just demands. We must take all endeavours to make country wide bank strike on 31st Jan and 1st Feb 2020 resounding success.

Our great union leaders do the blundersi first & then start fighting for rectifying the same Earlier they signed for Pension agreement without revision clause,then they agreed for NPS,in last settlement they signed a joint note &also created new allowence called SPL allow again this time they are going agree for PLI which will be a problem in future.I don't understand why our experienced union leaders do like this, a lay man understand such things

    Fighting for removing adverse clause in Pension
    Fighting for abolishing or merging Spl pay.

    Our bargaining capacity is loosing.
    Why the leaders are not realizing their strength.
    Why, They don't know 8 lakh Bankers are before them
    Even though one or two leaders are IBA chamchas, there is no any quality leaders to lead us? What a pity.

    In olden days CPI leaders were with quality, but now a days CPI also discredited, SEE CHV is doing and had done in past.

    Look luck for quality settlement. Pray for a settlement without faulty clauses.

This is the most important and appropriate time to stick to ufbu charter of demands and not to give in to any pressure or threats from any side.if ufbu fail to enter agreement as per charter of demands then it will be very very difficult to sign the same for long time to come.show your might and unity and ofcourse your maturity in reaching the target.all the best to ufbu.

    and it will be implemented after Bipartite settlement.

    A. Union Leaders:
    1. Agreed for 2% on BP and creation of Spl Pay in last settlement knowing very well the permanent loss to Pensioners and employees under NPS.
    2. Leaders of various constituents of UFBU are having their own personal agendas/ goals.
    3. Such is the incompetency that even after 4 days of last negotiation meeting they can’t issue a circular/MoM to apprise the common and poor Bankers.
    4. When IBA published a notice before strike that they offer 19% and Unions are irresponsible and Bankers are at fault for the 2 days strike, UFBU should publish their reply justifying our stand and expose the lies of IBA in front page of leading news papers on 31st morning for information to general public. It may cost few lakh rupees but serve a lot of purpose. But UFBU leaders can’t spent their hard yearned money just like this.
    B. IBA: The illegal entity who is deciding fate of lakhs of Bankers
    1. Offer 2% hike after 1 yr of negotiation knowing very well that it can’t be settled for less than 15%. They r actually hands and globe with leaders to run this show and to show to the Govt that they r also working hard. What on this earth took 40+ meetings every time to settle and conclude.
    2. Very poor in math. They can make 15.2% to 19% in public notice. It’s only because they don’t have any accountability.
    3. Only IBA in this world can justify that, selling one’s leave is a benefit and calculate it as salary hike.
    We should seek info under RTI how much kickback IBA gave to the Union leaders for each wage settlement.
    C. Govt. It’s like Bankers are their illegal child.

    And the Joke of the day is: No one told the Hon. Guj HC judge that, Bankers are sacrificing their salary for every strike.

  31. Some people may find my comments on CHV as harsh or acidic. But remember it is this bastard CHV who pressurised other UFBU donkeys in accepting the dangerous clause creating sp.pay during last settlement.

    It was not a mistake. IBA put that clause deliberately and CHV took money and signed such a horrible agreement.

    Now IBA is taking fullest advantage of this donkey step of UFBU.

    Friends it is very much necessary that CHV dies before signing the present settlement otherwise ONCE AGAIN these bastards will sign some dangerous clause.

    Say for example if IBA puts a new clause that psu bank staff should not wear any clothes during office hours OR a clause which requires bank staff to do free of cost boot polish of all customers coming to the branch daily THEN WHAT ARE WE GOING TO DO ??

    You may laugh at these comments but remember practically nobody understood the horrible gravity of SPECIAL PAY. Now everybody has realised how it has permanently damaged all future settlements and ALL THIS DUE TO THAT 77 YEAR OLD SON OF PROSTITUTE CHV.

  39. PLI (Performance linked Incentives) and 5-7 leave encashment, offered by IBA is another sort of 'other pay' approved in the last settlement.

    The aforesaid offers should not be accepted within the offered hike in payout slip costs.

    1. Why u always say so frustrated insurance employees, their officers basic is around 9000 more than banks, they have good perks, 50 lakhs mediclaim insurance 75% subsisied, vehicle from office upto 10 lakhs for marketing officers, good promotion opportunities, posting too comfortable,
      The language you write on public platforms gives clear indication that you are the most frustrated person in world not satisfied in any situation,

  66. Load Factor : % of increase to be applied on the NEW BP. Actually maximum % in the salary increase to be given as load factor to build up New BP. To save the Bankers, and to minimize pension and retirement benefits maximum % of increase in the BPS have given birth to "Spl. Pay". Thus from 10th BPS onwards Spl Pay have created which have far reaching effect in coming BPS.
    UFBU have to fight maximum extent to abolish the new Pay over above for getting the % of increase in the 11th BPS.

    Let us hope for the best. Only we can pray for enlightenment of UFBU Leaders.

    In the meeting held today at the office of CLC(C), New Delhi, IBA was advised by the Chief Labour Commissioner to resume Bipartite wage revision talks at the earliest with a view to resolve the issues before the next date of reconciliation meeting fixed on 5th March'20 at 11.30am at the office of CLC( C ), Shram Shakti Bhawan, Delhi.
