Letter from GS, BEFI to Convenor, UFBU.

Dear Comrade,
Bilateral meeting between UFBU and IBA
This has reference to your letter dated 19th January 2016, addressed to IBA, requesting discussion on “review” of Medical Insurance Scheme and improvement on Pension related issues. We presume there is no positive response from IBA so far.
Going by the experience in the matter of reimbursement under the newly introduced medical insurance scheme in terms of 10th BP settlement and the feeling of the pensioners, the issues referred by you are very important and have rightly been taken up with IBA.
In the back drop of wage revision in the Insurance Sector, that has since been implemented also, there is a strong feeling among bank employees, hope you will also appreciate, that if 13.5% to 14% loading on Basic Pay (after merger at a higher level of Price Index), resulting in increase of Basic Pay by around 90%, can be given to insurance sector employees, there cannot be any justification for a pittance of only 2% loading for bankmen.
There is also a feeling among the bank employees that sensing the reaction of the bank employees on the wage hike in the insurance sector, Government of India,
Department of Financial Services has, very surprisingly, it is absolutely unprecedented too, written to IBA to initiate negotiation on 11th BPS so that it can be concluded before the expiry of the 10th BP settlement and this has been done to divert the attention from the disparity, in the matter of wage revision, between Insurance Sector and the Banking Sector.

Under the circumstances, we strongly feel that we should have a relook to the basic pay structure of the 10th BP settlement and prevail upon IBA for a review of the same.
We request you to please convene a meeting of UFBU for a discussion on the aforesaid issues/points so that we can arrive at a common approach.

y bankers need to beg in bipartite settlement when government ready to give us pay commission..which is equality with central govt employee..still union shows that bipartite settlement will fetch better results then party commission and ended up achieving less then central govt employee salary..

Why ufbu is not asking for pay Commission, is thus fear of loosing grip over employees

insurance substaff got more arrears than bank's special
assistant. insurance clerical staff got more arrears
than bank scale I officer. how come? when bank employees
struggle everyday to complete the work they are paid
a pittance and the arrears out of which a substantial amount
went back to govt as Income tax. There fore unless
std deduction is increased to 5 lakhs and above whatever
increase we get will be nullified by heavy taxation.
no wonder bank officers after a year's service switch to better jobs.

The anomaly arises in the basic pay & pension of 10BPS still can be resolved if our big brothers are sincere & serious about it,otherwise retirees between Nov 2012 to Oct 2017 will be the main sufferers & losers

The only solution is to demand for merger of Basic Pay & the newly formed special pay to avoid all misdeeds and a demand for pension updation will solve all problems of pensioners.

Include newly introduced SPL allowance in basic pay and it will attract superannuation benefits and increase the pension and family pension limits to all the existing pensioners irrespective of date of retirement

BEFI has diagnosed correctly the attempt of Govt.to divert the attention of Bank employees on the shabby treatment meted out. The ignorant CHV has buried the bank employees for showing his one upmanship.Unless and until the 10th BPS is reopened and settled, UFBU should not go in for next wage revision. Better late then never.

UFBU must convene a meeting and IBA to be convinced to give 10% or in no case less than 9% as Special Allowance to scale I-III officer renaming as Grade Pay as originally introduced with superannuation benefits to satisfy all categories of Bank Employees. Theses will definitely improve the image of the UFBU.

BEFI has suggested the right step. UFBU having signed the settlement either ignorantly or intentionally should come forward to make the things clear without any apprehension or feeling guilty to ensure the banking employees and retirees are getting their justifiable dues. It is highly worth to take serious action including indefinite strike if needed to achieve this.

Befi has been a willing party to the agreement. Why they did not dissociate or at least signing under protest. Because irrespective of the insurance settlement, it is gross injustice to bank employees resorted only to reduce the super annuation benefits. Present attempt of befi should not be reduced as a mere fact posturing and they should take thesame to its logical conclusion including deferring the of additional stagnation increment from award staff to scale IV

It is not retirees alone, all bank staff on roll as on 1.11.12 and future recruits are also affected. Because future retirees will also get reduced pension. PF optees will receive less as bank contributions will come down to the extent of all allowance. Same is the case with staff under NPS. Thus it is an injustice to all the present and future generations.

BEFI IS WRITING A LOT OF LETTERS,THEY VERY WELL KNOW WHAT THEY HAVE DONE,THEY KEPT MUM DURING NEGOTIATION,DID SUPPRESS FACTS DURING EARLY PROCESS OF NEGOTIATION LIKE BIG BROTHERS FROM THEIR MEMBERS.WEBSITES WERE REPORTING WRONG DOING OF BEFI AND UFBU AT THAT TIME MEMBERS WERE AWARE OF THESE WRONG DOINGS.KEPT MUM NO LARGE SCALE PROTEST BY MEMBERS ALSO AT THAT TIME.SO CRYING AT THIS STAGE IS FUTILE,A SPECIAL ASST AFTER 34 YEARS SERVICE IS GETTING RS20000,AS PENSION AFTER COMMUTATION.TO WHOM TO TO BLAME?

LET THE UFBU'S GREAT LEADERS KNOW AND REALISE THE BITTEREST TRUTH THAT LAKHS OF OFFICERS OF BANKING INDUSTRY IN INDIA WERE FORCED TO ACCEPT THE 10th BPS's THE WORST PAY SCALES. WHO MISLEAD WHOM ? WHY THE INTELLIGENCE REPORTS HAD NOT INDICATED THE REALITY TO THE GOVERNMENT OF INDIA ? WHY THE MINISTRY OF FINANCE GOT CARRIED AWAY ? SHOULD WE GET BETTERMENT OR NOT ? WHAT AIBOC & AIBOA DO NOW ?

I am retired from banking service in Nov. 2014. My pension reduced proportionately to commutation amount on a/c of wage revision. Further I noticed that the new basic pension with present DA at 42.60% is less than my old basic pension with present DA @ 124.05%. In this case what is the benefit of wage revision ?
