Dear Sir,
Pay Fixation of Ex-Servicemen Re-Employed in
Public Sector Banks
We refer to our letter No.
HR&IR/CIR/2012-13/76/589/5850 dated 6.9.2012 regarding re-fixation of pay
of ex-serviceman re-employed in Banks on or after 1.1.2006.
2. Keeping in view the fact that all the Public Sector Banks
are enjoying autonomy in their HR matters, the Ministry of Finance, vide its
letter dated 22nd March, 2013, requested IBA to frame uniform
guidelines for fixation of pay of Ex-Servicemen upon their re-employment in
PSBs, in consonance with the Government of India’s policy in the matter and the
principle of fairness. The letter further stated that the system of
re-employment should be reviewed comprehensively to allow Ex-Servicemen to have
their pay protected upon re-employment in PSBs. IBA was requested to have these
issues considered and examined in consultation with the PSBs and send their
considered opinion/comments to the Ministry of Finance, Department of Financial
Services for necessary action.
3. Accordingly, IBA constituted a Working Group, consisting
of three senior officers drawn from banks and prepared a report. With the
approval of the Managing Committee at its meeting held on 6th June,
2013, the Report of the Working Group was sent to DFS for their consideration
and to issue necessary guidelines. The Ministry of Finance, vide letter dated
19th July, 2013, advised IBA to take appropriate decision in the
matter of pay fixation of re-employed Ex-Servicemen in PSBs as deemed fit.
While doing so, IBA was asked to ensure that such pay fixation is in consonance
with DOPT guidelines issued from time to time that all PSBs follow the
guidelines uniformly to avoid disparity in pay fixation across PSBs.
4. As desired by DFS, a “draft” guidelines to be issued to
PSBs was sent to the DFS vide our letter dated 27th August, 2013 for
their examination and their approval.
5. Now, the Ministry of Finance, DFS, vide their letter
dated 30th December, 2013 (copy enclosed), has advised that the
draft guidelines prepared by IBA generally appear in order. However, before issue
of these guidelines to all PSBs, it is desirable to ensure that no decision is
contradictory to established Government Policy and that none of these are
violative of DOPT or Ministry of Defence (MOD)/Ministry of Finance instructions
on this subject.
6. Draft guidelines, approved by the Ministry of Finance,
Department of Financial Services with some suggestions were put up to the
Management Committee of IBA at its meeting held on 28.1.2014 for approval. The
Committee has approved these guidelines as per annexure enclosed for compliance
by Banks.
All the Banks are
therefore advised to implement these guidelines regarding pay fixation of
ex-servicemen on their re-employment on or after 1.1.2006.

Guidelines for Pay Fixation of Ex-Servicemen/Ex-ECOs/SSCOs Re-employed
in Public Sector Banks on or after 1.1.2006
Fixation
of pay of ex-servicemen in Public Sector Banks is governed by the
guidelines/instructions issued by the Government of India from time to time.
Accordingly, based on the Government Guidelines/instructions in force, issued
vide DoPT O.M. No. 3/19/2009-Estt. (Pay II) dated the 5th April,
2010 and clarification given vide O.M. No. 3/19/2009-Estt. (Pay-II) dated the 8th
November, 2010, fitment of pay of ex-servicemen / ex-ECOs/SSCOs, who have been
appointed in the Bank on or after 1.1.2006 is to be done as under:
2.1 Ex-servicemen
joining in workmen cadre
Pay fixation of an ex-serviceman would be
through protection of pay plus D.A. drawn by him at the time of released from
Armed Forces. As per the instructions issued by the Ministry of Defence vide
their letter No. 1/69/2008/D (Pay/Service) dated the 24th July, 2009
and advised by DoPT vide OM No. 3/19/2009-Estt. (Pay II) dated the 8th
November, 2010, pre-retirement pay has been defined as under:
(i) In respect of re-employment taking
place on or after 1.1.2006, pre-retirement pay for those who retired after
1.1.2006, means the pay in the pay band plus
grade pay but inclusive of non-practicing Allowance (NPA) if any,
last drawn before retirement.
(ii) In case of officers who retired
before 1.1.2006 and also those who retired after 1.1.2006 in the pre-revised
pay scales without opting for the revised pay scales promulgated on or after
1.1.2006 the pay will be basic pay
including stagnation increment and Rank
Pay plus Dearness Pay and Dearness Allowance drawn at the time
of retirement. As such, the figure of pay plus D.A. admissible in the Bank will
be fixed with reference to this protection i.e. pay as mentioned above plus
D.A. and relevant stage of the basic pay in the re-employed scale will be
determined after deducting DA admissible in the Bank from the figure protected.
For the purpose of fixation of pay on re-employment, the pay would mean the
basic pay plus the special allowance /special pay as the case may be, attached
to the re-employed post (where applicable). As the MSP has not been included in
pre-retirement pay as per the definition given by the Ministry of Defence vide
letter No. 1/69/2008/D (Pay/Service) dated 24.7.2009, the protection of the
component of MSP in re-fixation of pay in Bank has been excluded. Moreover, the
ex-servicemen on re-employment in the banks are allowed to draw entire pension
i.e. entire pension is ignored and not reduced from the re-fixed pay. As such,
they will get the benefit of the component of Military Service Pay (MSP), if
any, in their pension from the Government.
(iii) In addition to the pay so fixed, as
aforesaid, pension and other retirement benefits may be allowed to be drawn.
This will, however, be subject to limitation that the aggregate of re-employed
pay and pension on re-employment of ex-servicemen would not exceed the minimum
of the scale of pay of the General Manager in the Bank as per Ministry of
Finance letter No. F4/1/98-SCT(B) dated 2.9.1998.
2.2 Ex-Emergency
Commissioned Officer/Short Service Commissioned Officer – Joining in Officers
Cadre
Pay of an Ex-ECO/SSCO will be
fixed at the minimum of the pay scale. Thereafter, he will be allowed as many
increments as the completed years of service he has put in the Armed Forces
subject to the condition that the total emoluments in the re-employed post do
not exceed the total emoluments excluding HRA and CCA he was drawing at the
time of his release from the Armed Forces. In case this total exceeds to total
emoluments drawn at the time of release from Armed Forces, the basic pay in the
re-employed post will be fixed at such a stage, where the total emoluments
would be either equal or just less than the total emoluments he was drawing at
the time of his release from the Armed Forces. The benefits of pay fixation as mentioned
above will be available to those EX-ECOs/SSCOs who join in Junior Management
Grade Scale-I (i.e. the lowest rank in Officers’ cadre). If the officer is
inducted in a higher pay scale as compared to the lower scale applicable to
officers in the Bank, it may be ensured that he gets at least the benefit in
pay which would have accrued to him by giving him the weightage of the number
of years of service put in as ECO/SSCO with reference to the minimum of the
lowest scale i.e., JMGS-I.
ECOs/SSCOs during the
pre-commissioned training period are neither given the rank of Commissioned
Officer nor they are allowed the scale of pay. Therefore, the period spent on
pre-commissioned training by ECOs/SSCOs cannot be taken into account for the
purpose of pay fixation on their re-employment.
2.3 Ex-Service
Officer Joining in Workmen Cadre:-
In terms of Ministry of Finance
letter No. 202/8/7/86-SCT(B) dated the 22nd March, 1988, there is no
bar to any Ex-Service Officer joining the workmen’s cadre in the Bank in which
case his pay may be fixed as under:
(i) In case where the entire pension and
pensionary benefits are not ignored for pay fixation, the initial pay on
re-employment shall be fixed at the same stage as the last pay drawn before
retirement. If there is no such stage in the re-employed post, the pay shall be
fixed at the stage below that pay. If the maximum of the pay scale in which a
pensioner is re-employed is less than the last pay drawn by Ex-Service Officer
before retirement, his initial pay shall be fixed at the maximum of the
re-employed post.
(ii) If the minimum of the scale of pay in
which a pensioner is re-employed is more than the last pay drawn by him before
retirement, his initial pay shall be fixed at the minimum of the scale of pay
at the re-employed post. However, in all these cases, the non ignorable part of
the pension and pension equivalent of retirement benefits as prescribed from
time to time shall be reduced from the pay so fixed. The pay for this purpose
will exclude compensatory allowances e.g., HRA, CCA, etc.
(iii) Those ECOs/SSCOs who are appointed in
clerical cadre in the Bank will also be given the benefit of number of years of
service put in by them as ECOs/SSCOs with reference to the pay point
corresponding to the minimum of the scale applicable to the clerical
cadre/posts in the Bank.
(iv) Ex-Servicemen who are graduates may be
given increments for graduation irrespective of the fact whether they have
passed graduation before joining the service of the bank or afterwards.
However, if the ex-serviceman had been given some benefit for graduation which
was reflected in the pay drawn by him while in the armed services, the fitment
in the Bank’s scale has to be done after withdrawing such additional benefit
and thereafter the two increments for graduation must be given.
(v) An ex-serviceman whose qualification
is treated as equivalent to that of a graduate is not be treated as a graduate
to earn the benefit of increments in terms of Awards/Settlements. In other
words this benefit will be available to an ex-serviceman only if he has passed
civil examination equivalent to graduation.

I am directed to refer to
your letter No. HR&IR/KSC/GOVT/589/7746, dated 27th August, 2013
sending therewith ‘Draft Guidelines’ regarding pay fixation of ex-servicemen
/Ex-ECOs/SSCOs in a uniform way to avoid disparity in pay fixation across
Public Sector banks and to say that draft guidelines generally appear in order.
2. However, before issue of these guidelines to all Public
Sector Banks, it is desirable to ensure that no decision is contradictory to
established government policy and that none of these are violative of
Department of Personnel & Training (DOP&T) or Ministry of Defence (MOD)
instructions on this subject. Therefore, adding a supporting clause below each
decision clarifying. “These provisions have been drawn in terms of GoI,
DOP&T’s OM/MoD/DFS letter No. ……………… dated …………..” would be in the fitness
of things. For example, “Definition of ‘Pre-retirement Pay’ is as per MoD’s
letter No. 1/69/2008/D (Pay/Service) dated 24th July, 2009”.
3. Further, the fact whether additional increments to
ex-servicemen for acquiring graduation would also be available or not to those
who are awarded ‘Certificate equivalent to Graduation’ by their previous
employer also needs to be clarified. Proposed revised guideline should also
include a para clarifying the concept of ‘not reckoning ‘MSP’ and ‘X-pay’ for the
purpose of pay fixation in respect of those Ex-servicemen who have retired from
the armed forces and re-employees in PSBs on or after 1.1.2006’.
4. The date of implementation of these guidelines,
prospective or retrospective and the mode of tackling effect of financial
implications, if any also needs to be clarified.
5. Keeping in view above suggestions, kindly issue necessary
guidelines at the earliest.

ReplyDeleteWhether DA and Dearness Pay are to be considered for Pay Fixation for exservicemen re-employed in PSBs during Jan 1981. Banks have considered only Basic Pay and ignored both DA and Dearness Pay for fixation of pay. Kindly confirm whether Banks were correct as per applicable rules during Jan 1981.

ReplyDeleteDuring fitment if the DA portion is added then there is huge difference in fitment between the same dated joining and same rank with different discharge date. As they consider the DA while discharge and deduct from present DA which makes a lot of difference, i.e. in my bach of joining the SGTs of 2006 are fitted with BP with 9400/- where as SGTs of 2011 retired fitted with 15100/-. If the DA is not taken into calculation then the fitment for same rank retired ex servicemen will be same.

ReplyDeleteSir, i took discharge in 2001,as sgt, and joined in sbi in 2013 feb,at age of 50yrs. Only after joining in sbi, i have realised the pay structure and the differences. It is heartbreaking to see, that i would not get any fitment benefit, including MSP . May be there will be around one thousand employees across all PSBs,of my nature of case in the whole nation, who joined the bank late,and getting half of total salary of fellow Ex servicemen,joined after 2006. Now a Multinational PSB such as SBI,does not have clarity about uniform salary structure.Comment please.

NO. 3/19/2009 – Estt (pay-II) dated 05 Apr 2010 which is as follows- “Fixation of pay of personnel/officers who retired prior to 1.1.2006 and who have been re-employed after 1.1.2006:-- In the case of personnel/officers who had retired prior to 1.1.2006 and who have been re-employed after 1.1.2006, their pay on re-employment will be fixed by notionally arriving at their revised basic pay at the time of retirement as if they had retired under the revised pay structure. I didnt know how they are fixing basic any coresponding scale with grass to bank fitment pleas post. thanks alot.
I would agree with observation of comments by Mr Amitabh Sharma of 14/04/2014 and would like to add here that the new policy issued by IBA on fixation of pay of ex-servicermen still bears anomalies particularly on Para 3(v) of DOPT order dated 5th April 2010 since hike in pay perks of defence personnel was2.86 times during 6th pay commission which is main reason their counterparts even being senior in age and service both who retired prior to 31 december 2005 get their pay fixed at lower stage.
ReplyDeleteAgain there is no mention of counting of defence service for granting increments for total service rendererd by EC and SSC whereas this is there for clerks and skts in DOPT order of 1986 (Para 15 refers).
Welfare department in their letter while clearing latest policy to IBA have also mentioned that their should be no deviation of DOPT, Ministry of Defence and DFS orders in the policy. which still persists and needs rectification

(c)Instructions / guidelines in this regard are issued from time to time by the respective nodal administrative ministries and it is the responsibility of the respective organizations to implement the same. Instructions / guidelines regarding pay rules of the State Government and other autonomous bodies under the State Governments are issued by the respective State Governments.

Sir, I am Dominic Lal who got discharged from Indian Air Force on 31-05-2005 and joined corporation bank on 03-10-2013. On applying for pay fixation I was informed that I am not eligible for that. Also it depends upon that what offer of appointment you were given by bank that your salary would be refit or not after 10th BPS.OTHERWISE BANK CAN NOT REFIX THE DEFENCE SALARY AGAIN IF YOU HAVE NOT SIGNED ANY AGREEMENT WITH BANK AND YOU WILL GET THE BENEFIT OF 10 BPS

2. I am selected in SBI Associates clerical cadre (SBH) and also in Andhra Bank clerical cadre (IBPS_IV) which one will have the better life and perks, and also future prospects
3. I am an EXM. and my last pay in band is 11,770 with GP of 2,800/-, GCBof 540/- with MSP 2000/- retired in Oct 2014 with DA @107%.what will be my payment after 10th BPA as a clerk in SBH after probation. What will be my NEW Basic
If DA portion abolished at the time of fitment in PSB all the problems are solved. For initial Basic in Bank take only Basic+Grade from Defence side then take one Basic+Special Allowance/Special Pay of Bank (Bank side will be more). Then calculate present DA of Bank. This formula already published vide e-Circular of SBI P& HRD Sl. No. 1263/2013-14 Circular No : CDO/P&HRD-IR/74/2013-14 dated 18 February 2014. It shows components of pay to be protected retired from Armed Forces on or after 1.1.2006 is Pay Band and Grade Pay, for Before 1.1.2006 Basic+Rank Pay+DP+DR. This circular says please bring it to notice of all concerned forreview/effective fitment made in respect of all the ex-servicemen re-employed in the bank on or after 01.01.2006 and arrange accordingly. Arrears of 10th wage revision in respect of all ex-servicemen re-employed in SBI after 01.01.2006 are still pending. We hope some changes may occure.

2. The. matter has been examined in this Department. It is pointed out that paras 4(a), 4(b)(i) and 4(d)(i) of DOS (Fixation of Pay of Re-employed Pensioners) Orders, 1986 as amended vide this Department’s OM. No.3/19/2009-Estt.(Pay.ll) dated 5.4.2010, provide that in case of ex-servicemen
who held post below Commissioned Officer rank in the Defence Forces and in the case of civilians who held posts below Group ‘A’ posts at the time of their retirement before 55 years of age, the entire pension and pension equivalent of retirement benefits shall be ignored, that is, no deduction on this count is to be made from the initial pay fixed on re-employment. Also, in terms Of the Para flin) of CCS (Fixation of Pay of Re-employed Pensioners) Orders, 1986, as amended vide this Department’s O.M. No.3/19/2009-Estt.(Pay.ll) dated 5.4.2010, the initial pay on re-employment shall be fixed as per the entry pay in the revised pay structure of the re-employed post applicable in the case of direct recruits appointed on or after 1.1 .2006. as notified vide Section II, Part A of First Schedule to CCS(Revised Pay) Rules, 2008. These instructions do not provide for protection of last pay drawn before retirement, in such cases.

IBA guidelines are not for PBOR they clearly mentioned in para 2.1 (i) mentioned the NPA allowance which is only admissible to doctors ie commissioned officer of the armed forces. and in para(ii) they mentioned the word officer which mean commisioned officer. more over commisioned officer not authorise for DA but in the present senerio lot of PBOR after taking the benifit of fixation now enjoying DA on pension . it is amatter of mis interptation by banks IBA is correct.

I think you people, all of you have not been read all the circulars regarding the issue,
DoPT O.M. No. 3/19/2009-Estt(pay-II)dated 8th Nov 2010 is the reference and base for all circulars, not repeat (NOT)dated circular 5th April 2010 , so don't confuse,
November circular clearly mentioning vide its last para that "in respect of all those Defence Officers/Personnel, whose pension contains an element of MSP, that need not be deducted from the pay fixed on re-employemnt."
So, no confusion for employees, IBA creating confusion by saying "NPA, if any" vide its para 2.1 (i) in annexure to it's letter No./HR&IR/CIR/2013-14/589/8764 dated jan 30 2014, which is followed by all banks.
But Ministry of railways also accepted and given clear instructions to pay MSP to their employees, vide their latest letter dated 10 Oct 2015..... read again......

That Sir as you aware that there are provision of extra 2(two) no of increments are awarded to the Graduate Employee by the Bank so I may kindly be informed wheather the said increments may I be awarded the for my Captioned Certificate equivalent to Graduation one Or not. Thanking you.

ReplyDeleteThe concept of pay-re fixation is totally ambiguous as a veteran retired but joined a PSB little later is less paid from a veteran joined immediate joined after retirement. Pay protection or re-fixation should be as uniform as the qualifying service . i.e. if a person joining a PSB after 20 yrs of military service , to protect the pay by giving the benefit of the military service the pay should be re-fixed at par with a clerk of the PSB with the same length of service at that particular time or the last pay drawn by the veteran - whichever is higher. This will bring an end to the huge disparity between the payments of ex-servicemen joining in PSBs. I am Sgt S K Mishra Veteran , retired from IAF on 31 Jan 2012 after 20 yrs and joined Andhra Bank on 27 July 2015. My basic re-fixed at 20095/- where as my colleague retired on Jan 2015 has been re-fixed at 28000/- , a direct difference of 8000/- on basic and around 15000/- on gross salary. This is happening due to ambiguous policy on pay-refixation.
We as veterans has to unite and fight for an uniformed pay structure for all .

ReplyDeleteIm really confused with the comments made by people in this forum. Some saying ESM are not eligible for pay protection and some are saying yes. Some quoting abstracts from IBA and DOPT circulars but nobody is clear about the guidelines . Only creating more confusion. My point is that is it fair enough that two ESMs joining PSB at the same date with different pay fixation ?Is it a sin that a person joining PSB with some gap after his retirement ? As I have mentioned earlier , we all together must fight for a fair and uniformed pay fixation for all joining PSB with same length of service , no matter the date of discharge and DA there upon at that time. The pay should be fixed at par with the length of service by the Clerk of that particular PSB . Then only the disparity can be solved.
Please understand the matter and use the platform to put forward the suggestion for the betterment of all ESMs.
Gentalman those got their salary fixed they are trying to include msp,even ration money amount and cilq which is reflected in lpc as per the provision of the letter Nov 1958 of ministry of finance those not got the benefit they trying for pay protection at par with their counterpart now situation is that junior clerical in bank is drawing more than an officer in the bank this is practical now situation is such if a ssc officer join in clk he can get the pmt up to GM pay scale this is the rule says.

ReplyDeleteAll the anomalies in refixation are the result of basis for refixation. The basis is last pay drawn. The definition of pay varies from time to time depending upon the CPC under which one retires and the Bipartite under which he is re-employed. The only method to be fair and justifiable is to change the basis from last pay drawn to length of military service. I belong to a generation which fought our best to bring this change, but could not. I suggest your generation takes fwd the struggle.
Dear Kumar sir, can you pls give the history of pay refixation for exservicemen reemployed in the banking industry? Since when it started? There has ben no such fixation Central Govt at any point in time. But in banking industry award staff have ben gtg fixation way back in 80s. Could you let us know since when this started and how?

My juniors who retired from Navy in 2012 and immediately joined PSBs are getting salary above 50K now and I am who joined after 5 years from retirement getting a salary of around Rs.18000/= presently. Will any ex servicemen here would throw some light whether I am eligible for re-pay fixation in Bank as my salary at the retirement was around 17900/= is less what I am getting now in Bank. Should 15 years in military is not considered for re-pay fixation. I dont know whom to ask because nobody seems to be knowing anything regarding this. My cell no is 7057801281.

Pay protection in true sense if extended should be taken into consideration of the year of service put up by the veteran. The payment should be fixed at par with the clerk of the respective PSB with the same length of service as the EXM has put up as military service. For example - if a personnel retired from navy after 15 yrs and joined PSB , so the pay should be fixed at par with a clerk with 15 yrs of bank service at that particular time. This follows with personnel with length of service of Army & IAF. This will address the real pay protection of EXM joining specially PSBs. Not the present practice that is been followed. So friends let us writ together to the defence ministry to address this anomaly and to regulate a fresh rule regarding par protection. Together we can do it. Many of us who are enjoying at stagnation level may not be interested , but we should and must take this forward.

So true interptation is the IBA gudelines are notfor PBOR. banks are wrong. only solution is the advance increment should be granted only then it will fit in rule that we are fixed at minimum and we can draw DA on pension and retain our gratuity and comutation

I recieved a letter from Indian Bank regarding my fixation where they added my basic and grade pay and 107% to the gross amount ie. 12310+2800+107%of(12310+2800)=15110+16167=31277. and hence fixed my basic at 22385+39.9%DA=31316. whereas my friends who joined at same time have been fixed at 25000 something as basic. can anyone giude me if my fixation is right and if not what is wrong

EXCEPTION TO THE FIXATION AT MINIMUM IS GIVEN IN PARA 2 OF THE OM SAYING IN CASE THE APPOINTING AUTHORIY FEELS BY FIXING PAY TO MINIMUM WILL CAUSE UNDUE HARDSHIP THEN THE ADVANCE INCREMENTS EQUAL TO NUMBER OF YEARS OF SERVICE RENDERED IN DEFENCE FORCES CAN BE GIVEN.

It is very awful to say that all other Ex-Servicemen who joined on the same date (15 April 2013) along with me in the Bank are using to draw around three times more than my salary. I have had more service while in defence (almost 10 years in the rank of Havildhar itself or equivalent rank in other services) than my entry-mates (Ex-servicemen) in the bank. Still, I had been not at all considered for Pay Fixation by the Bank. It is notable that recently Central Govt has passed the Bill for ONE RANK ONE PENSION to compensate such status issues of Ex-Servicemen. Only slight variation could be observed while comparing the Basic Pay + Grade Pay + Class Pay and other allowances for all Ex-Servicemen of the same rank in the bank. In point of fact it had been informed me that, since I haven’t had DA as per last pay certificate I shall not be bestowed with pay fixation.
While on Pay fixation DA (Dearness allowance) may not be considered as obligatory because it is benefited only to mitigate the impact of inflation on people. It may be varied time to time. If the DA is converted as Dearness pay, then the same should be added with basic pay for revision. Subsequent appeal had been given many times that I may please be reconsidered by reviewing the Basic Pay + Grade Pay + Class Pay and other allowances which were given to my entry-mates during pay fixation. Whenever I meet my entry-mates and conferring about salary, it deems myself as the odd one and hence the disheartening.

ReplyDeleteIndividually the case of pay fixation at bank can not be solved due to following reason. First, Bank is autonomous in their HR. Second, there is no pay protection provided to ex servicemen re-employed in central government. Though the bank is doing pay fixation but it is following the guide lines issued by DOPT which is very confusing. Further DOPT guide lines only give leverage to short service commissioned officer otherwise its guidelines ensured that basic pay and basic pension received by PBOR and permanent commissioned officer on re employment should be lower or exactly at par with basic pay drawn at the time of discharge from military service. Third, For pay fixation, Banks follow the guidelines of IBA, IBA follow the guidelines of DOPT so DOPT does not have guidelines which deals with pay fixation of PBOR. Fourth, Now question can be raised why bank is doing pay fixation to PBOR since long back? Here is the reason. As I said DOPT guide lines are very confusing and in confusion pay protection is given to PBOR at bank since long back. Further, in past years, the initial term of engagement for PBOR was 9 years and giving pay protection will not lead to surrender of DA as after 9 years PBOR not entitled for pension so there was no much loss. PBOR in IAF become Sergeant after completion of 8 years of service in IAF. It means sergeant have sufficient knowledge and experience of an organization. The knowledge and experience of PBOR was recognized by bank and they continue to giving pay protection to PBOR.
ReplyDeleteIAF increase the term of engagement from 9 years to 15 years and further to 20 years. Thus PBOR were bond to serve the IAF till completion of bond. In this way, We see that IAF mold the service conditions to use knowledge and experience of PBOR for smooth functioning of organization and to achieve reduction in work and responsibilities of officers. But guidelines issued by DOPT remains same as these guidelines take care of ex-servicemen who served the armed forces for 9 years. This can be very well verified while you apply for re-employment. In advertisement you will find it under definition of ex-servicemen. This definition says that whether you serve say for 5 or 10 or 15 or 20 years, you are an ex-servicemen and entitled for ex-servicemen reservation for group C and D post and age relaxation. In this way, PBOR faces double damage to his career. First stagnation in IAF resulting loss of pay and status in IAF second there is no career in civil job after putting 20 years service in IAF. Because your age is more resulting tough competition with young people rapidly changing technology and education. Though knowledge and experience gained in IAF is more than sufficient but PBOR lags in educational knowledge because this was acquired though distance learning mode which leads to weakness in theoretical aspect.
In view of the above you will find that career of PBOR not protected taking into consideration the changing service condition of IAF and changing civil environment. Therefore most of the PBOR are suffering in terms of pay and status. PBOR problems can not be solved by individually. There is a need of a platform to resolve the issue pertaining to PBOR by presenting comprehensive details before appropriate authority.

ReplyDeleteI joined Indian Navy in the year 1966 and was released from Navy in the year 1976 after serving Navy for Ten years. I was not drawing any pension from Navy as I was not entitled for pension being served the Navy for Ten years. In the year 1976 one could leave the Navy after completion of initial engagement of Ten Year, but will not be entitled for pension. i joined p.N.B. in the year 1977 as clerk-cum-typist. My last pay drawn in the Indian Navy was not protected. The only benefit given was appointment against reserved vacancy of ex-servicemen. There was no scheme of pension in PSB in the year 1976 and scheme for contributory Provident fund was prevalent. The Scheme of pension was introduced in PSB in the year 1995, but I did not opt for it. I took VRS in the year 2000 under Special VRS introduced in PSB. As I was not pension op tee there was no question of pension. The Scheme of Pension was again introduced in the PSB in the year 2009 and I opted for pension. My pension was fixed taking into account 23 years of active service in PNB extended by five years as per prevalent rule. As such my pension was fixed for 28 years and on the basis prorate pension was fixed. I was not given full pension for 33 years. I approached PNB for giving me full pension for 33 year, but my request was turned down. Now I am contemplating to go to court for grant or full pension for 33 years taking into consideration my Ten Years of Navy Service for pension purposes as I have not been given the benefit of my pay protection nor any other benefit for my Ten Years of Service in the Indian Navy. Please advise.

ReplyDeleteMy case regarding pay fixation may be another new case amidst so many queries and chaos. It will be a great helpful to me if anyone suggest or share any similar case studies.
I have joined an RRB under sponsorship of UBI as an EXSM. As all are doing, I applied for pay fixation after joining. But after so many approaches, I was told to wait for some time. lastly, I was inform that I am not eligible for pay fixation, reason being I am not selected in EXSM quota. I had applied in OBC-ESM category. But selected in OBC cat because there was no vacancy reserved for ESM. But the DOPT guidelines and IBA instructions say" exams who joined......" I had even questioned them What will be the case in case two ESMs who joined a bank one in ESM quota and one as OBC reserved seat by virtue of getting higher mark.", that too will the ESM who got the ESM quota will only get the pay fixation?
Plse throw some light on this. And plse share if any case where any ESM who join in banks other than reserve seat and got pay fixation at athouba80@gmail.com

ReplyDeleteI left service in 2011 but joined bank in 2016, can I get my revised last pay drawn certificate equating me with present retirees(leaving service in 2016) on account of OROP!

ReplyDeleteIn all post it is clearly shows that there is difference in pay fixation of different banks one who joins early get more. Means every bank has a separate ruling they not adhere the IBA guidelines. I m preparing for IBPS clerk and desirous to talk to any one of u for guidance. Hoping for ur call my no 7736118966

ReplyDeleteMy name is ashok kumar . I got retired form army on 28th Feb 2016. Later joined PNB. At the time of my retirement my basic was 10650+2800+200 + 113% DA. Now bank has fixed my basic at 20095. I am in doubt whether its ok or it should have been more. Two increments for not being graduate have also been deducted

ReplyDeleteSir I am Dominic Lal discharged from Airforce on 31052005 and joined corporation Bank on 03102013.still my basic is at17175/-Recently when one of our substantial was promoted to swo-a his basic was refixed at18155/-.Is it not a gross disregard to our service offered to nation.In one way they are insulting us..If anyone has any letters for fixation of pay toff us taking in to consideration total years of service please let me know .my whattsapp no 7034390411..We the old veterans should be shown some more empathy by the banking management and IBM.
