HERE IS THE NEW
FITMENT CHART ON PROMOTION FROM CLERK TO OFFICER &
SCALE 1 TO 2 , 2TO
3....... AS PER The
IBA Circular
AIBOC CLAIM THE FOLLOWING IMPROVEMENTS ARE MADE:
Highlight of the modified formula as under:
a) Fitment formula on promotion from clerical cadre to officer cadre
in JMG-I on or after 01.11.2007 will be at a minimum scale of officer at Rs.
14,500/- basic pay upto 9th stage in clerical scale.
b) 25th stage in clerical scale
is equivalent to Rs. 25,700/- basic pay in Officer’s Scale-I.
c) Appropriate adjustments in the date of effect of next increments in
higher scale are made to avoid anomalous situations.
d) Adjustments on account of passing of CAIIB/JAIIB, in fitment on
promotion to next scale.
e) Introduction of Temporary Adjustment Allowance to protect Basic Pay
plus Dearness Allowance of an officer on promotion, as compared to Basic Pay
plus Stagnation Increment plus Special Pay plus Dearness Allowance drawn as
clerical staff, which will be wiped off in three years at 1/3rd of TPA.
f) Grant of CAIIB increment(s) for those employees passing CAIIB after
reaching 20th stage, in clerical cadre,
on promotion to officer scale-I.
g) Protection of stagnation increment due in previous scale, on
promotion to higher scale.
h) Protection of fixed personal pay on promotions etc.
i) The higher starting scale for Scale-IV & V has been protected
in the fitment formula.

The promotee officer after fitment as above,
will draw his next increment in the Officers' Scale on the anniversary date
of his last increment in clerical cadre and thereafter he will draw his further
increments every year on the same date. However, in view of the
clubbing of stages in the fitment table, the employee in thelower clubbed
stage of clerical scale of pay will get his next increment after promotion on
the anniversary date of promotion.

Those who were drawing a basic pay between the
1st and 9th stage in the clerical scale given in the above table, will be
fitted at the minimum of the Officers' Scale and will draw their next increment
on the anniversary date of promotion.

3.(a)
|
Those who have completed more than one
year at basic pay of `18300/19300, `19100/20100, `19900/20900, `20700/21700, `21500/22500
will draw their next increment on the anniversary date of their last
increment in the clerical cadre immediately following the date of promotion
and will draw their subsequent annual increment on the same date.
Those who have completed less than one year at
basic pay of `18300/19300, `19100/20100, `19900/20900, `20700/21700 &
`21500/22500 will draw their next increment after fitment, on the anniversary
date of promotion and thereafter draw their annual increments every year on
the same date.

(b)
|
Those who have completed more than one year at basic
pay of `22300/23300, `23100/24100 and `23900/24900 will be given fitment in
the Officers' Scale at `25700 and will earn their next increment on the
anniversary date of promotion subject to their crossing their Efficiency Bar
as per guidelines issued by the Government under Regulation 5 of Officers'
Service Regulations.

|
In all cases where promotee officers reach the
maximum stage in the substantive JMG Scale I (`25700), further increment in the
next higher scale will be subject to their crossing Efficiency Bar as per
guidelines issued by the Government under Regulation 5 of Officers' Service
Regulations
|
4.
|
Promotees who are drawing Fixed Personal Pay in
terms of Settlement dated 27.4.2010 may continue to draw the same quantum of
Fixed Personal Pay even after promotion which shall remain unaltered till
revised (please refer to IBA circular
no.CIR/HR&IR/90/665/E12/2010-11/1416 dated 30.9.10.)

If the promotee officer has passed JAIIB or
CAIIB at the time of his promotion, notional basic pay will be arrived at
after reducing the increments earned for passing JAIIB/CAIIB, from the
clerical basic pay. He shall then be fitted in the Officers' Scale in
accordance with the above table and appropriate one or two increments in the
Officers' Scale shall be added with basic pay so fixed. The date of
increment will be determined as per (1) above, if after reduction of
increments in the clericial scale, the basic pay falls in the lower clubbed
stage. This adjustment, however, will not be made where the number of
increments to be reduced is higher than the number of increments to be
granted.

If despite the fitment as given above, the
emoluments (basic pay and dearness allowance) drawn as an officer on
promotion are less than the emoluments (basic pay and stagnation increment if
any, functional special pay on permanent basis and dearness allowance) drawn
as a clerk, the difference may be protected by way of Temporary Personal
Allowance to be wiped off, in three years, at the rate of 1/3 Temporary
Personal Allowance. This allowance will not rank of dearness allowance
and superannuation benefits.

If an employee has passed CAIIB after reaching
the 20th stage
of the clerical cadre and promoted to Officers’ scale subsequently, he/she
shall be granted one increment for passing CAIIB Part-I/JAIIB and another increment
for passing CAIIB Part-II after fitment in Officers’ scale as per his/her
clerical stage of pay before promotion.

on promotion from one Scale to a higher Scale Procedure for Fitment of pay of
officers on promotion from one scale to another.
1.
At the time of fitment of an officer on
promotion to the higher scale of pay, the number of increment he would have/had
earned i.e., one increment each for passing JAIIB/CAIIB Examination, as the
case may be, shall be first reduced from the existing pay of the concerned
officer prior to his fitment in the higher scale of pay on promotion. If,
however, the officer is at the maximum of the scale, the following procedure
should be adopted:
(i)
If the stagnation at the maximum of the
scale is less than one year, the officer would not be drawing any Professional
Qualification Pay. Then the number of increments i.e., one increment for
JAIIB/CAIIB, as the case may be, included in his Basic Pay shall be reduced in
the existing scale.
(ii)
If the stagnation at the maximum of the
scale is for a year or more but for less than 2 years, the officer would be drawing
a Professional Qualification Pay of Rs 410/- p.m. In such cases, if he had
passed both JAIIB/CAIIB before the date of promotion, then one increment shall
be reduced in the existing scale. If, however, such Professional Qualification
Pay of Rs 410/- p.m. is for JAIIB only, then no increment need be reduced from
the existing scale.

If the stagnation at the maximum of the
scale is for 2 year or more, the officer who has passed both JAIIB/CAIIB before
the date of promotion, would be drawing a Professional Qualification Pay of Rs
1030/- p.m. In this case, there would be no scope for reducing the increments
for JAIIB/CAIIB as even without CAIIB increments the officer would be at the
maximum of the scale.
Note: The purpose of
the above exercise is to determine as to what stage of scale of pay the officer
would have been, had he not been granted increments for passing
JAIIB/CAIIB.

Thereafter, one increment shall be
notionally added in the old scale i.e., the scale from which the officer is
being promoted and his pay shall be fixed at the appropriate stage in the
higher scale. Where in the pre-promoted scale, the officer has already reached
the maximum, the notional increment to be added would be equal to the last
increment drawn by him in the pre-promoted scale. The fixation so arrived will
be the Basic pay in the promoted scale as on the date of promotion.
4.
After such fitment in the higher scale of
pay one or two increments shall be added to the Basic Pay so fixed in respect
of JAIIB or of CAIIB, as the case may be. If, however, no increments are
available in the scale, or only one increment is available in the scale, after
allowing the available increment/s, the officer shall be allowed Professional
Qualification Pay in lieu of such remaining increment(s), if any.
5.
Normally, where an officer is promoted
from one scale to another, the date of his increment shall be the anniversary
date in the previous scale of pay. Where however, an officer has reached the
maximum in the previous (pre-promoted) scale of pay or on promotion gets an
increase in the Basic Pay equivalent to two or more increments in the previous
(pre-promoted) scale of pay, the date of increment shall be the anniversary
date of promotion. However, if the Basic Pay after reduction of JAIIB/CAIIB increments
is not at the maximum, then the date of increment shall be the anniversary date
off last increment. Provided further that if an officer who is in Scale 1, II
or III is promoted to higher scale after reaching the maximum in the previous
(pre-
promoted) Scale of pay
but before drawing stagnation increment, the date of his increment in the
higher scale shall be the anniversary date of promotion or due date of
stagnation increment in the previous (pre-promoted) scale whichever is earlier.
6. In
the case of officer in Scale I and II promoted after moving into higher Scale
II and III because of stagnation movement, the notional increment to be added
shall be the increment drawn by him on the date of promotion and the next and
subsequent increment shall be on the anniversary date on which the member has
drawn his increment in the previous scale.
7.
Promotees
who are drawing Fixed Personal Pay in terms of Settlement dated 27.4.2010 may
continue to draw
the same quantum
of Fixed Personal Pay even after promotion which shall remain unaltered till
revised.

Please give details. I am promoted to MM-II on 01.12.2009 after reaching maximum in the scale of (Sliding) and my fitment has anomaly. I have been given only one notional increment. Procedure for fitment, I presume, is different in case an officer has reached maximum in the existing scale at the time of promotion. The same can be confirmed only when detailed IBA circular is made available.

I was promoted on 11.07.2009 from Officer Scale I to Scale II at pay scale of Rs.28100. My previous increment month was October and got last increment in Oct.2006, while promotion increment provided in Oct.2009 with Pay scale of Rs.28900. Wheather is it correct that no increment in the month of promotion, but increment in the month of previous year's continuing month.

CAIIB both parts in April 1998 and reached stagnation on september
2003, i have received stagnation increments in sep 2006, sep 2009.
As on june 2011 in clerical grade my
BASIC is 20900,
PQA is 1230,
special allowance 500.
After promotion (to officer grade) my fitment was fixed by HRM
department as 23,300, and next increment due on june 2012.
one of my friends with same service as me has completed CAIIB after
20th stage in clerical grade also got promoted with me.
His BASIC as on june 2011 in clerical grade is 20100, now his fitment
was fixed by HRM department as 24,100.
i feel my fitment was wrongly fixed by HRM. Please guide me.

Delete1. IBA has issued a guide line for fitment of basic pay on promotion from clerk to officer and from I scale to oanother.
2. It is applicable to 46 banks which hve signed 9th Bi-partite.
3.Individual unions/association in the respective Banks have to negotiate with the management and arrive at an agreement.
4. Unions in your bank should have an agreement with ur bank.
your fixation will be according to that agrement only.
if a enggi. can join the bank then any extra preference is given related to promotion ???

ReplyDeleteIn No Case your salary will be less than what were you getting before promotion excluding temporary allowances how ever your fixed allowances can be adjusted in three years after your promotion call TAA but you will never get less than the last salary drawn in clerical cadre.

ReplyDeleteI HAD PASSED CAIIB-I IN 1994 at the stagnation stage but no increment was awarded, MY FITMENT MADE AT Rs.12200/- without change in anniversary date and without CAIIB-I INCREMENT. I HAD RECEIVED THIRD STAGNATION ON NOV 2000 and promoted on 20th Feb 2001.
other officers who were having basic Rs.10120/-and Rs.9740/- fitted at Rs.12540/-and Rs.12200/-with change of anniversary date of increment from Sept,Oct to Feb giving them extra increment where as my anniversary date was not changed to Feb and deprived me of one increment which required as per fitment chart I have repeatedly represented the case but regional office not yet settled the issue consequently I am at great loss since 2001.

Sir, I am working in SBH. Recently I am promoted to MMGS II wef 01.08.2013. At the time of getting promotion my Basic Pay was Rs.19400/- and as per Fitment Policy my new Basic Pay is Rs.20,100/-.
ReplyDeleteMy friend who was promoted to MMGS II along with us got New Fitment Basic Pay as Rs.21,700/- from Rs.19400/- ( CAIIB ). Is CAIIB gets 2 increments extra than normal FITMENT ? It is not mentioned in your Fitment Chart.

DA 21916+HRA 2048+PPP 1502+Tran Allowance 275= Total Rs 53051 in which Basic calculation as under which will be counted for
super annuation:
Basic 19300+stag Incre 5600+PQP 1230+Sp Pay 1180+PPP Basic 800= Total Basic 28110
on which PF @ 10% was deducted Rs 2811/-
And due to my promotion my basic which was Rs 28110/ was REDUCED to 27300/-
And as you mentioned total is protected but there is seniority service loss as next due date Feb 2014 I will get 28100 from 27300
and if total is protected then what I get more due to promotion is nil and if I die today, my Mrs will get less pension than if I was in
clerical cadre and hence my question is only whether basic gets REDUCED in any promotion ?
And what about PQP and Sp.Allowance ?

Spl.Allowance and PQP are concidered for fixation on promotion.

ReplyDeleteI was promoted in April 2011 from scale 1 to 2. I was appointed in lvb in the beginning scale in 2004 without any Caiib benefit. Please inform me whether I can claim 2 increments for scale 2 at the time of promotion to scale2. My claim is I have foregone my caiib increment in scale 1. In scale 2, I was fitted in scale with the starting scale in scale 2. At the same time I have been fitted in scale 3 in the 3rd stage of scale 3. Can I claim the anamoly in my figment for scale 2 now? Please let me know

My current basic pay in clerical grade is Rs.36780 and my next increment is due on Aug,2016. What will be my basic pay in JMSG-1 and when I am supposed to get my next increment.

PQP removed after Fitment

I am a graduate who joined in 1990 as clerk. Stagnation was enabled in 2006. I was receiving Rs. 490 as PQP till the time I accepted promotion to JMG-I on 2015. Thereafter, I am not receiving PQP.
Please, advice as to whether I am eligible to receive PQP in my current position.

सर जी मैं सी आर जी बैंक का स्टाफ हूं हमारा प्रायोजक बैंक एस बी आई है दिनांक 1/3/2015 को स्केल l में मुझे एक इंक्रीमेंट स्वीकृत होने के बाद मेरा बेसिक पे 45950 हो गया था। जो की स्केल ll का अधिकतम वेतनमान है। दिनांक 18/9/2017 को मेरा स्केल ll में प्रमोशन हुआ और मेरा वेतन निर्धारण 47260/में किया गया। मेरी आगामी वेतन वृद्धि की तिथि प्रमोशन की वर्षगांठ में रखी गई। अर्थात सितंबर जबकि स्केल 1 में मेरी इंक्रीमेंट की तिथि मार्च थी। मैं स्टेग्नेशन में लगभग 2 वर्ष 6 माह रहा था। मैं मार्च 2018 में रिटायर हो गया रिटायर के समय मेरा बेसिक पे 47260 ही था। मैने बैंक को पत्र भी लिखा था बैंक का कहना है की मेरा फिटमेंट सही हुआ है। मैं सी ए आई आई बी/ के ए आई आई बी नही किया हूं मेरा फिटमेंट कहां होना चाहिए और मेरी इंक्रीमेंट की तिथि क्या होनी चाहिए कृपया मार्गदर्शन देने का कष्ट करे। मेरे ज्ञान के तहत मेरा फिटमेंट प्वाइंट नंबर 6 को ध्यान में रखकर किया जाना चाहिए।
