A nine member delegation representing all the constituents of UFBU met Shri Arun Jaitley, Hon’ble Finance Minister, Government of India, today in New Delhi and submitted a Memorandum on wage revision (text appended). On hearing the views of UFBU for an expeditious wage settlement, the Minister said that he would call for detail report on the developments of wage talks with IBA from the Departmental Secretary and give suitable advice in the matter.

Text of the Memorandum

“Respected Sir,

We submit, for your kind perusal and information, the present position with regard to the negotiations between the Indian Banks’ Association (IBA) and United Forum of Bank Unions (UFBU) on the revision of wages and service conditions of Bank employees/officers.

United Forum of Bank Unions (UFBU) is the umbrella forum of 5 workmen unions and 4 officers’ associations in the Banking Industry covering 1 million workmen and officers and is currently on wage negotiations with Indian Banks’ Association (IBA). The wages and service conditions in the Banking Sector are governed by the Industry-level Bipartite Settlements signed between the IBA and the Negotiating Unions/Associations of Bank employees/ officers. The term of the last settlement (9^th bipartite agreement) came to an end on 31.10.2012 and the revision of wages and other service conditions has become due since 01.11.2012.

Representatives of the trade unions of public sector bank employees on Friday met Finance Minister Arun Jaitley and sought his intervention to ensure early settlement of negotiations on wage revision.

Jaitley assured representatives of the United Forum of Bank Unions (UFBU) Financial Services Secretary R S Sandhu would look into the matter and the settlement process expedited, union leaders said.

Salary and Service Conditions of Probationary Officers!

I have already posted salary and service conditions of clerks for the benefit of new recruits who joined Indian Bank and undergone training from 02.03.2014.

Many P.O.s already working and who are going to join Indian Bank on 30.06.2014 are asking me to post the same for Probationary Officers also.

While I was preparing material for them I decided to do it in a comparitive chart style.

Here is the chart. Any discrepancy may be brought to my notice.

Talks on 13.06.2014:

BEFI circular says:

*On revised proposal of IBA on introduction of
Mediclaim scheme, UFBU decided to reject the scheme.

*On other issues such as five days week, IBA said that looking to the approach of the new government at the centre for more working hours, it is not possible for them to pursue the issue any further.

*IBA stated that they are hopeful for getting clearance for some improvement in family pension and uniform DA rate for all past retirees.

*Updation of pension along with wage settlement is not feasible looking to cost involved.

*On the issue of compassionate appointment,
IBA informed that they are expecting positive communication
from the government.


UFBU CIRCULAR:

After the last round of negotiations held on 14-3-2014, another round of discussions took place with IBA on 13-6-2014 in Mumbai in the background of the new Government taking over at the Centre after the general elections.

UFBU meeting: 
 The meeting noted that in addition to the pending demands of UFBU for wage revision, there are other challenges too like the recommendations of P J Nayak Committee, talks of dilution of Government’s capital in Banks, merger of Banks, etc.
The meeting decided to take a delegation of UFBU to the Finance Minister to apprise him of our issues and demands.

Discussions with IBA: 

Query about provisions for Physically handicapped employees!

Following are the provisions for  Physically handicapped employees prevaing in Banks.
( any more information you know, may be brought to my notice with proof, so as to update)

* Reservation in recruitment through IBPS!
* Monthly conveyance allowance of 5% of Basic Pay subject to max.Rs.400.
* From May 2014,  deaf&dumb employees also eligible for the above allowance.
  ( previously only orthopaedically handicapped employees are receiving this allowance.)
* This allowance is over and above Ra.225/275 provided in Bi-partite settlement.
* So far no reservation in promotion process.

* Regarding place posting on recruitment/transfer/promotion pl read the following Govt. guidelines:

HEALTH INSURANCE SCHEME FOR EMPLOYEES OF BANKS!

You might have read some articles in fainacial dailies about the Health Policy for Bank employees, that may be implemented along with the bi-partite settlement.

I give below more details for your discussion.

I repeat, this is not the final one. It is a discussion paper doing around from

Insurance Company=>IBA=>UFBU

After mutual discussion decision will be taken.

HEALTH INSURANCE SCHEME FOR EMPLOYEES OF BANKS IN LIEU OF  "REIMBURSEMENT OF HOSPITALISATION EXPENSES/ DOMICILIARY TREATMENT"  UNDER X BIPARTITE SETTLEMENT/JOINT NOTE. 

The Insurance Company offered the following revised offer:

The Third Party Administrator would not be in the picture and the Employees would deal directly with the Bank as is the position at present.

We hereby confirm to the above.

The insurance coverages would be identical to the scheme submitted to you without the Employees having to deal directly with the Third Party Administrator.

Dear Comrades,

Our members are aware that since approximately last three months

Xth Bipartite Settlement talks are at standstill. Though it is mainly on account of election process the country was undergoing, but it is quite natural for the members to get restless on this delay. Soon after taking over of new Government, we have taken up the matter with The IBA requesting them to reinitiate and expedite the process, vide our letter Ref. 2014-32 dt. 30.05.2014.

The copies have also been sent to the Hon’ble Finance Minister Mr. Arun

Jaitley and The Secretary, DOFS, MOF requesting them to look into the matter and issue

appropriate directions. The text of the letter is as follows:
