Talks on 13.06.2014: UFBU CIRCULAR

Talks on 13.06.2014:

BEFI circular says:

*On revised proposal of IBA on introduction of
Mediclaim scheme, UFBU decided to reject the scheme.

*On other issues such as five days week, IBA said that looking to the approach of the new government at the centre for more working hours, it is not possible for them to pursue the issue any further.

*IBA stated that they are hopeful for getting clearance for some improvement in family pension and uniform DA rate for all past retirees.

*Updation of pension along with wage settlement is not feasible looking to cost involved.

*On the issue of compassionate appointment,
IBA informed that they are expecting positive communication
from the government.

UFBU CIRCULAR:

After the last round of negotiations held on 14-3-2014, another round of discussions took place with IBA on 13-6-2014 in Mumbai in the background of the new Government taking over at the Centre after the general elections.

UFBU meeting:
The meeting noted that in addition to the pending demands of UFBU for wage revision, there are other challenges too like the recommendations of P J Nayak Committee, talks of dilution of Government’s capital in Banks, merger of Banks, etc.
The meeting decided to take a delegation of UFBU to the Finance Minister to apprise him of our issues and demands.

Discussions with IBA:

Opening up the discussions, Mr. Bhasin explained the present banking scenario where the profits of the Banks have come down as on 31-3-2014 adding to the constraints of the Banks to take up any huge financial burden in the form of wages.
After submissions from UFBU, IBA informed that they are willing to improve their offer from earlier 10%  to 11% on the cost of Pay Slip components of the wage bill which would amount to Rs.3,465 crores and which would be exclusive of other costs on retirement benefits, LFC, hospitalization expenses, etc.
From UFBU, we expressed our inability to accept this offer as the same was quite inadequate.

As regards other issues discussed with the IBA in the last two rounds of discussions, IBA informed that they are favourably inclined to consider the demand of extending 100% DA for all pensioners and the same is awaiting the approval of the Government.
(Comment: beneficial to pre 2002 retirees, if accepted)

On our demand for improvement in Family Pension, IBA’s response was positive but they informed that the cost implication has to be properly worked out and Government’s approval is necessary for the same.

As regards updation of pension, IBA was apprehensive about the same since it involves substantial financial burden to the Banks.
(comment: In all sectors, including central and state Govt., whenever there is an industrywise wage increase, pension will also be increased. In Banking sector it is not so. Hence a G.M retired 10 years back is drawing less pension than a clerk retiring now.)

IBA also informed that our demand for extending appointment on compassionate grounds in the Banks on the lines of Government scheme is under the active and positive consideration of the Government and their decision is awaited.
(comment:proposal agreed between UFBU and IBA is Pending with Govt.  for more than 3 years.)

Since UFBU refused to accept the IBA’s offer of 11% increase, IBA wanted to know the expectation of the UFBU for which it was informed that our minimum expectation is 25% increase in the Pay Slip components cost.  IBA expressed their total inability to accept the same as it is beyond the paying capacity of the Banks.

With this, the talks ended inconclusively.  Thereafter UFBU decided that since IBA has not come up with any adequate increase in their offer, further course of action would be taken shortly after mutual consultations amongst the Constituent Unions and also after meeting the Finance Minister in this regard.

Further developments would be informed to units in due course.

prdiction- ufbu will serve strike notice, iba will again call for negotiation after 2 months.in the meeting iba will offer 11.1 percent and it will be rejected by ufbu iba will ask for ufbu s expectation, ufbu will come down to 15 percent at least.iba will ask for time to talk with their boss. talk will be fixed after 6 momths. in this way cycle will continue till agreement at12 percent not before2016 mid.

I wish to inform you that previously the term between the Bi-Partiate settlement was 4 years. Later it was increased to 5 years term with a ride that after completion of 4 years, the talks should start for next BPS and be completed before the end of 5th year. So that time will not be wasted in talks. If that so, the UFBU should have submitted the Charter of Demands by 01.11.2011 itself and the 10TH BPS should have completed by 31.10.2012 itself. But the UFBU has submitted the Charter of Demands only at the fag end of Oct.2012. I think the UFBU leaders do not care for the Bankmen and are more selfish and delaying the Wage Revision Settlements and trying to make profit over it in the name of LEVY. Leaders of UFBU, please understand our plight in the banking sector and try to settle the wage revision immediately either by fruitful/timely negotiations or by announcing INDEFINITE STRIKE immediately and mobilise the entire staff my motivating against the lathargic attidue of IBA. PLEASE DO NOT ADD ANY OTHER DEMAND LIKE REFORMS ETC. WHILE GIVING NOTICE TO IBA FOR INDEFINITE STRIKE.

It is very much clear that what r thease leaders r doing for employee. Last time they said that iba had almost agreed on their demand. And this is the result.now these LEADER listen..you r doing all these tea party with iba..with what? With that money that you take every month from workmen-women.want much money for union?take more levy.just try to feel what kind off shameless leaders are u.can't even provide rightfull benefit to staff on time.not even after one and half year.its seems like u r not capable..just resign.give responsibility to young.see the result.we can survive after one week or continuous strike with no salary.bt a government or country can't.

We hv to tk strong steps agst not onlyiba bt also ufbu bcs all r jst playing d emotion of banker.they jst expend time.we hv to avoid the union.

These old leaders are only there to increase there pensions. They don't at all care about wage revision. What was the point of waiting for three months to get the same answer.
We are not at all putting pressure on them.
Government employee are getting much more wage and facility even many PSU are continuously showing losses then why can't we get the competitive salary and benifits . Also all competitive employees are leaving banking industries just because of the compensation part. Why don't IBA thinks that increase in wage will retain employees that eventually will result higher profits for the bank. JUST THINK ABOUT IT.

From your comment "Don't make false comments about our union leaders. They struggnd so much for us...for our benefits.....Aim is to benifit with high percentage on pay slip" i think that any of ur family member(may be ur father) is a great union leader. Thats why u have great sympathy for the union leaders. Union leaders are Dalal OF IBA.

Hahahhaa.....Even Tortoise can run faster than these guys....It is all big drama...We did not get the media attenction...we did not get the govt. attenction ....we did not get the any citizen of india attenction to explain about our problems and solutions even after one and half year regular process...........

Union Leaders are still sleeping...Must be they are enjoying their retirement tenure at the cost of lakhs of bank employees.....

all the Bankers should be ready for indefinite strike as IBA or govt will not accept our genuine demand of increase of pay minimum of 25% as we are least paid than other Central Govt or State Govt employees . If they are not agreeable to this demand they shoul pay us salary as per Central Govt Pay commission alongwith grade pay and allownces ,HRA etc.

after the previous meeting with the IBA our union leaders told that they will discuss about future course of action soon. Does that mean another century or what...WAKE UP UNION LEADERS..u have already got the benefits for being leaders..start working for the employees from now onwards..

Anonymous said...

Why blame iba or unions,we are bleary fools of the. Members of such bad unions.shame on us310

Anonymous said...

I agree with what was commented..we didn't get the attention of anybody...But yes..we will get..if we go for a strike atleast for a week..The entire nation will call for a solution..IBA's (Bhasin's) delaying tactics will breakdown and they will be forced to come to a settlement. Anyways, this has to get into UBFU's head(murali's)

HI ALL, ARE U PEOPLE TOO SERIOUS.... UR NOT GET WAGE REVISION, LESS HRA COMPARED TO CENTRAL GOVT EMPLOYEES, LESS SALARY COMPARED TO CENTRAL GOVT EMPLOYEES ETC... IS YOUR SO CALLED UNION LEADERS DISCUSS THIS ISSUES WITH THERE COUNTER PART. ARE CENTRAL GOVT EMPLOYEES GENERATING MORE REVENUE COMPARED TO PSU BANKS?. IF FOR ARGUMENT SAKE SAY CENTRAL GOVT (OFFICES) ARE SERVICE ORIENTED SECTOR, THEN PSU BANKS SHOULD BE CONSIDERED SO. JUST BECAUSE ALL FREE BEES , WAVERS ETC... ETC... COMES AND FALL UNDER THE HEAD OF PSU BANKS. COME ON LEADERS DO JUSTICE TO YOUR MEMBERS. ATLEAST SHARE FACTS... ALL YOUR COMMENTS AFTER MEETINGS (FAILURE) WITH IBA ARE INCONCLUSIVE. SAY FOR EXAMPLE ... PLANING TO MEET FM... WHEN ? NEXT COURSE OF ACTION... WHAT ACTION ? WHEN ?... NO ONE KNOWS...

by delaying the talks the unions will get levy from all 6 lakhs bank employees for 30 months ( if it is settled before mid 2015 ) to the tune of 600 crores ( @ 10000 per employee). who will give this much to those money hungry so called union leaders. by utilising this much money they will enjoy by calling for dharna at simla delhi etc and giving those chotta leaders from all over india all fares incl flight fare.i know last year demonstration was conducted at delhi and 50 people were given air ticket for attending the same

I think this is the last chance to get settled the issue of up-gradation of pension on the lines as per scheme applicable to central govt. employees as cost of implementation of up-gradation of pension is going up.On an average an employee takes pension for 15-20 years.Without up-gradation the situation presently is that the GM retired 10 years ago is getting less pension then the clerk retiring now. It should be kept in mind that the present employees will also retire and face the similar situation of stagnant pension with ever increasing cost of living.
